by the American law governing entry. The weather in

Hong Kong etc. is too warm for pickling meat. Since

the products exported therefrom are not manufactured

under supervision (of suitable authorities), it is

evident that animals are not dissected and examined

when alive or after they are killed. How can we

neglect duty and let others be duped? The foregoing

facts must be brought to the attention of the

authorities in Manila so that the Customs officers

there may be instructed to make diligent and close

inquiries with a view to attaching importance to

public health."

It is requested that you transmit the foregoing information to the proper authorities in Manila so that

the matter may be brought to the notice of their

subordinates.

With my compliments,

(Sd.)

HSU YUAN.
